hurrellData.F90 is a somewhat kludgy program to reformat
Jim Hurrell's data (via Dennis Shea) into a format suitable
for the dice5.0.1 component model (CCSM2.0.1).

It's kudgy in the sense that it assumes a certain format for
the original data, and assumes that padding is necessary at
+/- 90 degrees north and -0.5 & 360.5 degrees east
It also assumes that the original data contains data for specific
years when it creates the 12 month climatology.
